Working on a recent purchase. Need clarification on the block condenser 3903 ODC, post 1 to 2 is .1 mfd and 1 to 3 is .1 mfd. Is this correct ? Thanks for the help.

Welcome to the Phorum!!
Your capacitance values are incorrect.
Here's info you need in the Tech Section of this site.  It would be 3903 ODG not ODC.   The G means pin 1 is grounded, the D means the two caps are the same value, in this case 0.01uF and the O means the block had a higher melting point wax used.  

Check out this post for help on stuffing the blocks.  Here's another how to as well.

Having said all that...you should check the schematic (or here on nostalgiaair) and confirm the values and wiring.  On occasion the blocks are wired differently or have a different value.  In this case the block is Part# 91, which contains the two line bypass filters.  Schematic also shows 0.01uF as the value for both caps.  These should be replaced with two Y2 safety caps with 0.01uF values.  

Just for the future, when you post a question related to the electronics of a radio, also post the link to the schematic.  It makes it easier for the folks who are trying to answer your question.

OK, thanks this is why I ask before assuming. The stamp on the side was hard to read for the correct # and I could not find specs for the 42 year models.
