With only the audio tubes and rectifier in, if it motorboats, then that eliminates most of the rest of the radio. Concentrate on the audio section. Measure between the 6Q7 grid cap and chassis ground. It should be about 1.5MOhm. Does the motorboating change with the position of the tone control switch?
