Welcome!
It is a good radio, with FM band, will sound very nice.
It seems to be in good cosmetic condition.
If it is free, certainly a good deal.
If not...consoles are not popular nowadays.
Now, as to your immediate question.
I understand, you are apt and handy, etc. This doesn't mean your experience applies.
This also doesn't mean you cannot learn it.
This however is more dangerous having DC voltages in a few hundred volts.
Also these radios (after 1939, even in very good shape) have rubber-insulated wire which means you may have to potentially replace a lot of wiring inside that chassis, as the insulation will be cracking and crumbling.
The panel is a one for "Loctal" tubes, which is the tubes used in these 1940-s Philcos (and other) radios. It might be still OK. Thought it seems cracking. You could also buy one on eBay or some places who sell them and replace it.
If you are getting it, make sure the speaker is good. (well, if you get it for free, not necessary. They are typically good in these, if you observe no damage to the grillcloth).
Also I am not sure, I think some piece is missing from the turntable. Which is as well, as you might just listen to the radio FM.
Oh...a good thing about this radio: it doesn't seem to use that FM1000 detector tube, which is, if missing or bad, is made of unobtanium. So, one more reason to get it. Especially for free.

People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.
