Just see if you have oscillation. Either scope or another radio. This way you'll know.
Your conenction to GND is not that important. Your plates through their respective loads (the primaries of the RF xfmrs) are connected to the B+ bus that goes through the 1125 Ohm field coil to the cap #37 and the rectifier output.
This is what produces the voltage. The 39K and 50K resistors are the SG bias.
