Hello Kurt. I have done several Philco 89s radios that use the 75 tube. That tube turned out to be the volume up down issue you have and I had. Reflow the grid cap on that tube and maybe your problem will go away as it did for me. Or maybe clean out the solder and scrape the wire sticking up then re solder. Don't leave the iron on too long.

I have done a Philco 45 (lowboy) too and I hated those boards too.
