Hi;
That was likely some sort of fish paper that was used over the coils, I think that they were impregnated with rubber, or some other insulative substance. I think you can still buy it from AES, maybe Mouser, but I haven't looked lately. I would not use construction paper, maybe gasket paper or plastic sheet in a pinch, others my have better suggestions.
