Philco model 20

Is it, or is it not a Frankenradio ... The body of a model 21 with the guts of a model 20 ? Label clearly marked on chassis model 20. If you look at Radio Attic Archives http://radioatticarchives.com/radio.php?radio=1935 here is what a model 21 looks like.
