I have pretty much ONLY saw the grommets with metal bushings in all Philcos that I tended to (both the consoles and cathedrals).
So my feeling is, those mounting chassis grommets could be more important for raising the chassis than the tuning cap ones.

People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.

Yes I have some new rubber washers in for the chassis bolts in there already but...good thought, I could put a slightly thicker one in there. I'll give it a try Thanks Mike & Ron!

The thicker under-chassis washers were installed and that did indeed take care of the small gap between the escutcheon and dial.  Thanks for pointing that out.  I should have realize I was using the wrong washers when I put the first set in.  They were only slightly thicker than the hole that they went into and once the chassis was in it was probably sitting directly on the cabinet floor.  I could probably align the shadow graph to be closer to the center but to be honest, I don't want to muscle the chassis out of the cabinet again. This one is done for now.
