This tube tester wont work to test tubes or center the needle but works on DC volts. I checked the line adjust rhehostat and it measures 270ohm. Schematic calls for 1000ohms. I dont really see when it connects to the rest of the circuit in the schematic. Where should I start tracing?

There seems to be something wrong with that schematic - in the Line Adjust position that 1k potentiometer should be in series with the meter. See the schematics for the similar 589 and 589-A testers.
Good catch. The 589 is a better schematic but i dont understand how the voltage goes thru the meter to adj the line voltage on the meter. I tested the 300ohm rheostat and while it ohms out the voltage is steady 118vac thru the adjustment.
I found a broken wire from the end og the 300 ohm line adjust to the transforner but i dont think its needed. The transformer is still getting line voltage.
Iam only getting 4vac out of the tranny

Looks fine and the tranny is getting 116vac. Why does the line adjust show 133vac.
The 300 ohm line adjustment is used to set the primary of the transformer to a nominal voltage for any line voltage from 100 to 130 volts. Although that nominal voltage does not seem to be specified in the manual it should be 115 or 120 volts.
