Any time you put a cap across live mains power, you should use at least X-rated cap, and every time the cap crosses between the Mains and the chassis (or any touchable by user metal part) - Y-cap.
Otherwise these caps are not necessary. People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.
