Hi All;
It partially depends on what equipment you have, what repair skills you have and how much time and money you want to put into it.. It can be fixed most likely..
Minimumly you need to replace the Electrolytic Capacitors and I would suggest you also get a Variac to test the battery Eliminator while not attached to the radio and measure its voltages using the variac.. You should replace the Caps in the Elminator as well..
If you do not or are not able to do even this then I would suggest finding someone from the Philco Phorum who lives close by and has the equipment for a meeting and see if He/She can help you determine what condition the Radio is in.. And what it would take to repair it..
