Yes resistors often fail by increasing resistance. As folks have said earlier, you should replace all the capacitors (except micas), and all of the out of spec resistors (i.e. greater than 20% high or low from the value in the schematic). After you've done that, then see if its working or not and if not, troubleshoot it then.
