Your R7 or R8 could be open. (Or which is unlikely your field and R5 or 6 open...not likely at all). Or wires unsoldered.
In short, there is no connection between your cebtertap and the chassis. People who do not drink, do not smoke, do not eat red meat will one day feel really stupid lying there and dying from nothing.
